Event Report: The Role of a Key State Institution for Protection and Rescue in Cases of Disasters and Emergencies

On 5 March 2026, the Faculty of Humanities at the University of Primorska organised the fourth awareness-raising event within the project Disaster Journalism: Preventing the News from Turning into a Disaster, funded by the Erasmus+ EU programme and coordinated by Selçuk University from Konya (Türkiye).

The event focused on the role of key governmental institutions responsible for protection and rescue in situations of natural disasters and other emergencies. Special attention was given to the importance of clear, timely, and trustworthy public communication during crisis situations, which is essential for preventing panic, limiting the spread of disinformation, and enabling effective cooperation of the public.

The event opened with a presentation of the Disaster Journalism project and its infographics by Karmen Medica from the Department of Media Studies at the Faculty of Humanities, University of Primorska.

In the central part of the event, Sandra Vovk, a representative of the Administration of the Republic of Slovenia for Protection and Rescue  presented the organisation’s role and activities in crisis situations. The presentation addressed coordination mechanisms among different protection and rescue services, cooperation with the media, and the challenges of informing the public during emergencies. Particular emphasis was placed on the importance of trust, professionalism, and transparency in public communication, as effective information sharing can significantly contribute to a more coordinated and efficient societal response to crises.

The event offered valuable insight into the institutional dimension of crisis management and complemented the understanding of the roles of media, humanitarian organisations, and non-governmental organisations discussed during previous awareness-raising events within the project.

With this event, we concluded the series of awareness-raising events organised within the project during the 2025/2026 academic year, addressing the roles of different social actors in situations of disasters and emergencies.
